Where to exchange foreign currency?

Do all regular banks exchange foreign currency to US dollars I have Iraqi Dinars if tat makes a difference.

1. Not all banks exchange foreign currency. Most of the branches of large banks will. Smaller regional banks probably will not. Other than banks you can exchange currency at hotels and airports. However, banks do give you the best rates.
2. Some banks do, other banks don't...check with your financial institution for details. Also check out loan agencies, such as MoneyGram, Western Union, Check Into Cash, MoneyMart, etc. they tend to exchange foreign currencies. Note that every agency may have a different rate per USD, so see which one is giving a bit more. International airports are also good for exchanging foreign currencies.
