  1. Compare exchange rates at banks and foreign exchange outlets. I usually find that the travel agent is very reasonable and they dont charge commission whereas i find that western union and the like are expensive. Rates are displayed in windows or if you search for exchange rate comparison in google search then you should yield some results. Banks do it too. Look for the 'Bureu de Change' sign.
  2. in US, you can exchange money at the airport at the bank you have to pay a fee and wait for the funds to be processed good luck!
  3. Any commission charged is the only thing that's variable, the exchange rate will be pretty much the same where ever you go. Paying it into a bank works as does changing it at Post Office into cash and then banking the cash. Try finding somewhere that charges a set fee for the transaction rather than a percentage and always exchange as much as you can when that's the case.
  4. The exchange rate on foreign currencies is basically the same wherever you go. You may see offers of no commision charge, but when you get this offer, the exchange rate is lower than when you are charged commision. I am not sure if Estonian money is a "Closed" currency. this means it is not qouted on the exchange rates.
