In the US, Is it legal to purchase foreign currency directly from individuals?
I'm planning a trip to Europe, and instead of paying the commisions, and accepting the terrible exchange rates banks offer, I was thinking of buying left over currency from people returning from Europe. Is it legal to do so, or do I have to buy my British pounds, etc. through a bank or the "change" bureau at the airport? Thanks.
